Ready, Set, Drive! Teen Safe Driver Rally

When: November 14, 2026 (9 am – 2 pm)

Where: Frostproof Middle – Senior

What:  A hands-on experience to help teen drivers with learning about the rules of the road and hands-on driving experience with Polk County Sheriff’s Office in a controlled environment. Kick off the day with a Teen Safe Driver Orientation, followed by the live driving course.

In addition to the teen driving information, there will also be the Florida Licensing on Wheels (FLOW) mobile service, information booths (e-bike info and virtual reality headsets) FDOT construction equipment, and safety resources for the whole family.

Florida Licensing on Wheels (FLOW) Mobile Service

Requirements for Teens Obtaining a Florida Learner’s License

Real ID Compliancy

  • Must provide documents needed to establish proof of identity, proof of social security number and proof of residential address. Please visit flhsmv.gov/WhatToBring for a list of acceptable documents.
  • Note: In accordance with the REAL ID Act, once a customer provides the required identity documents, they will only need to provide them again if their information changes (e.g., name, residential address).

Age Requirement

  • Must be at least 15 years old;

Parent Consent 

  • If under 18 years old, must have a signed/notarized Parental Consent Form (step-parents may not sign unless they have legally adopted the minor child);
    • The signature is evidence that the parent, guardian, or other responsible adult understands they are assuming joint responsibility with the minor for damages caused by negligence or willful misconduct.
    • Section 322.09(4), Florida Statutes, authorizes a foster parent of a minor in foster care, authorized representative of a residential group home where the minor resides, caseworker at the agency where the state has placed the minor, or a guardian ad litem specifically authorized by the minor’s caregiver to sign for a Learner’s driver license. Signatories authorized under this provision, do not assume any obligation or become liable for any damages caused by the negligence or willful misconduct of the minor by signing the application. Before signing the application, the caseworker shall notify the foster parent or other responsible party of his or her intent to sign and verify the application.

Caregivers

  1. Foster parent – Foster parent of a minor in foster care
  2. Representative of a Group Home – Authorized representative of the residential group home where the minor resides
  3. Caseworker – Caseworker at the agency where the state has placed the minor
  4. Guardian ad litem – A Guardian ad litem specifically authorized by the minor’s caregiver to sign for a Learner’s driver license
  5. Other Responsible Adult – A Other Responsible Adult If there is no parent or guardian, by another responsible adult who is willing to assume the obligation imposed under c. 322, F.S., upon a person signing the application of a minor. The father, mother, or guardian must be deceased, incarcerated or out of country to be considered unavailable allowing another responsible adult to sign parental consent.
  6. Stepparent – A stepparent may qualify to sign a minor’s Form HSMV 71142 form if one following condition exists:
    1. The stepparent is a guardian. They can be appointed as a guardian by the court or they may have adopted the child. Proof of guardianship is not required to sign parental consent.
    2. The stepparent may sign as another responsible adult if there is no parent or guardian. If the mother, father or guardian is deceased, incarcerated or out of country, they are considered unavailable allowing another responsible adult to sign parental consent.

 

Course Completion and Exams

  • Proof of Proof of Driver Education Traffic Safety (DETS) course completion;
    • As of August 1, 2025, individuals who are under 18 years old and have never held a driver license from any other state, country or jurisdiction must complete a 6-hour DETS course before applying for a license in Florida. Driver Education Licensing Assistance Program (DELAP) courses offered by some county school boards may substitute for this requirement. Contact the local school board for further information.
  • Pass a vision and hearing test during the application process.
  • Pass Class E Knowledge Exam;

In person 

Online/Classroom setting 

  • Any applicant under the age of 18 can take the Class E Knowledge Exam online.  There are approved third party administrators that provide this service.
  • NOTE: A Parent Proctoring Form is required for online tests, and must be notarized or signed in the presence of a driver license examiner.
  • Upon passing the Class E Knowledge Exam through a registered third party administrator, the exam information will automatically be submitted to the Department of Highway Safety and Motor Vehicles (FLHSMV) and this information will also be available at all driver license offices.

Driver Education Licensing Assistance Program (DELAP) –

  • Students who pass their Class E Knowledge Exam through an approved DELAP course in public or private schools will have the results entered into FLHSMV’s test records by their driver education teacher.
